The Department for Transport (DfT) is responsible for the English transport network and for transport matters in Wales, Scotland and Northern Ireland which are not devolved. This section of the GOV.UK web site provides access to information on the department's activities, policies, publications and announcements, and to information more widely across the whole government. Specific publications such as traffic advisory leaflets, 'Roads' circulars, and guidance for local authorities on street works, are best found by conducting a Publications search.

Motor Insurers' Bureau

The Motor Insurers' Bureau (MIB) enters into agreements with the government concerning compensation of victims of road accidents caused by negligent uninsured and untraced drivers. Documents on the site include the texts of all the Uninsured Drivers' Agreements and Untraced Drivers' Agreements applying within various parts of the UK, the Channel Islands, the Isle of Man and Gibraltar. To access these select "Downloadable Documents" and then "Agreements."

Parking and Traffic Appeals Service

The Parking and Traffic Appeals Service provides administrative support to the Parking and Traffic Adjudicators and the Road User Charging Adjudicators, who deal with disputed penalty charge notices (relating to parking, bus lanes, the congestion charge, etc) in London. The site includes information on the enforcement and appeals process, the text of regulations relating to adjudication, and key decisions of the adjudicators.

Road Traffic Devices: Guidance for Police and Manufacturers

This is a section of the GOV.UK web site providing information on road traffic devices, such as breath testing devices, drug testing devices, speed cameras and immobilisation devices. There are links to various documents and lists of devices.

Traffic Penalty Tribunal

The Traffic Penalty Tribunal, formerly the National Parking Adjudication Service, decides appeals against parking penalties issued by Civil Enforcement Authorities in England (outside London) and Wales and against bus-lane penalties issued by Civil Enforcement Authorities in England (outside London). The site provides information on the appeal process, a selection of typical cases, annual reports 1999/2000 onwards, and links to the text of the Statutory Instruments which govern parking appeals in England and Wales (except London).

Transport for London: Congestion Charging

Information on the traffic congestion charging scheme for central London which was introduced in February 2003. This includes a map of the congestion charging zone, details of payment methods, exemptions and discounts, and penalty charges. Relevant legal documents are in the "Publications" section. These include a consolidated version of the Greater London (Central Zone) Congestion Charging Order 2004, which provides the legal framework for the scheme.

Transport Tribunal

The First-tier Tribunal (Transport) hears and decides appeals against decisions of the Registrar of Approved Driving Instructors, and can also hear appeals for London service permits against decisions of Transport for London and resolve disputes over postal charges. It was created on 1 September 2009 and forms part of the First-tier Tribunal's General Regulatory Chamber. It took over the work of the former Transport Tribunal except for that relating to the Traffic Commissioners, which is now dealt with in the Upper Tribunal (Administrative Appeals Chamber). This section of the Justice portal site has forms and guidance, including procedural rules in an unofficial consolidated version which incorporates amendments. The Decisions section includes pdf digests, arranged by subject, of both First-tier Tribunal (Transport) and Upper Tribunal Traffic Commissioner appeals (respectively 2002 and 2000 onwards); and a link to a searchable database of decisions 2000 onwards on the Tribunals Judiciary web site.
