BAILII: Legislation

BAILII (the British and Irish Legal Information Institute) provides the most comprehensive set of British and Irish primary legal materials freely available online. The site's UK legislation content, most of which is as enacted, includes UK Statutes 1988 onwards (but see below) and Statutory Instruments 2002 onwards; Acts of the Scottish Parliament and Scottish Statutory Instruments, both 1999 onwards; and Measures 2008 onwards and Statutory Instruments 1998 onwards made by the National Assembly for Wales. Northern Ireland legislation content includes Statutes (Acts of the Northern Ireland Assembly) 2000 onwards, Northern Ireland Orders in Council 1997 onwards (with a single earlier one of 1987), and Statutory Rules of Northern Ireland 2001 onwards. In addition UK legislation before 1988 (back to 1267) is provided in the form of the revised text taken from the UK Statute Law Database. Background law reform materials are also available, including publications of the Law Commission, the Scottish Law Commission, and the Northern Ireland Office of Law Reform and Law Reform Advisory Committee.

Bills and Legislation

This section of the UK Parliament site contains the full text of all Public, Private, Draft and Hybrid Bills currently before Parliament, together with Explanatory Notes, proposed amendments, and links to debates and any other related documents. Public Bills are also availabe for previous sessions back to 2002-03, with links to resulting Acts.

BOPCRIS

BOPCRIS (British Official Publications Collaborative Reader Information Service) is an online finding aid produced by the University of Southampton. It provides a bibliographic database of selected British official publications, with detailed abstracts, initially covering 1801-1995 and now being extended back to 1688.  Full text of publications is not available on the site at present.

Current Legal Information: LRDI Grey Paper Index

Subscription service. Current Legal Information's LRDI database includes summaries of Acts, Bills, House of Commons and House of Lords Papers, Command Papers and Statutory Instruments. Coverage is 1993 onwards and the site is updated daily.

ePolitix.com

This politics portal provides information and links relating to Bills currently and recently before Parliament. ePolitix.com is a division of the publisher Dods.

Halsbury's Laws Direct

Subscription service. This is a fully searchable electronic version of Halsbury's Laws of England, containing a comprehensive narrative statement of the law of England and Wales with reference to relevant case law and legislation.

House of Commons Library Research Papers

These Research Papers are compiled for Members of Parliament by House of Commons Library research staff. They provide authoritative analysis of major topical issues, often relating to legislation currently going through Parliament. Coverage is from January 1998 onwards.

Immigration Rules

A consolidated version of the UK Immigration Rules is available via this page of the UK Border Agency web site. Any changes to this version are highlighted in italic text from the date on which the change is laid before Parliament until 28 days after it takes effect. Also available are the texts of all the individual Parliamentary Papers entitled Statement of Changes in Immigration Rules issued since May 2003.

JustCite

Subscription service. JustCite is a cross-referenced indexing service and citator to a wide range of UK and European legal information. This includes all the series indexed by the Law Reports Index 1951 onwards; Smith Bernal's transcripts from the Court of Appeal, Queen's Bench Division, Chancery Division and EAT 1996 onwards; all UK legislation 1235 onwards; the European Union's CELEX legal database; and several series of Irish law reports. Links to full text on Justis, Lexis Direct services or Westlaw are available, if subscriptions to these services are also held. A free service giving basic references for cases and legislation is also available via JustCite.

Justis

Subscription service. The UK Legislation databases in Justis provide full text of UK Statutes and SIs as enacted, with.links to amended and amending legislation. Statutes coverage is from 1235 to the present, and includes all repealed Acts. Acts of the Scottish Parliament 1999 onwards are also included. SIs coverage is from 1671 onwards, with Scottish SIs and Draft SIs also included. Statutes are updated on an ongoing basis, SIs once or twice a week.

Lawtel

Subscription service. Lawtel's Legislation content covers Statutes 1984 onwards (Finance Acts 1997 onwards), with links to the original full text 1987 onwards. With each Act there is a Statutory Status Table setting out commencement provisions, noting commencement (with links to the relevant commencement orders) and any amendments and repeals. Other content includes Local Acts 1991 onwards (links to full text); Statutory Instruments (including Scottish SIs) and Northern Ireland Statutory Rules 1984 onwards (full text 1987 onwards); Bills 1997/98 session onwards, with links to full text of Bill and/or resulting Act; and an Index to Command papers 1997/98 session onwards, with links to full text where available. The site is updated daily.

Legislation Direct

Subscription service, providing the online version of Halsbury's Statutes of England and Wales and Halsbury's Statutory Instruments, and containing the full, amended text of all UK Statutes and SIs, Scottish Statutes and SIs, and Church of England Measures which are in force. Also includes Is it in force?, with commencement information for Statutes passed in the last 26 years. The site is updated to within three to four working days.

Legislation.gov.uk

This new site which was launched by the National Archives in July 2010 brings together in one location the original (as enacted) and revised versions of UK legislation, including that of the devolved administrations, which have hitherto been available on the separate OPSI and Statute Law Database sites. Most primary legislation is available as revised at least up to 2002, with about half of it updated further to the present. The original text as enacted may be accessed under "What Version" on the left of the screen. Most secondary legislation is not revised. A complete breakdown of all types of legislation with coverage dates of each is to be found under the "Browse Legislation" tab. There is also a "New Legislation" section to which newly enacted legislation is added within 24 hours of its publication in printed form, a set of FAQs providing detailed information on site content and features, and both basic and advanced search facilities.

Legislation.gov.uk: Church Measures

This page of the UK's official legislation database provides access to Measures of the General Synod of the Church of England and of its predecessor the National Assembly of the Church of England (complete 1988 onwards, partial 1920-1987). Some Measures are available as revised, with an option to access the original text as enacted under "What Version" on the left of the screen. Church Instruments 1991 onwards are available elsewhere on the site via the "Browse Legislation" tab.

Legislation.gov.uk: Northern Ireland

Northern Ireland legislation on the UK's official legislation database includes Acts of the Northern Ireland Assembly 2000 onwards, Acts of the Old Irish Parliament 1495-1800, Northern Ireland Statutory Rules 1991 onwards, Northern Ireland Orders in Council 1972 onwards, Northern Ireland Assembly Measures 1974, and Acts of the Northern Ireland Parliament 1921-1972. Primary legislation is reproduced as revised, with an option in the case of recent legislation to select the original "as enacted" text under "What Version" on the left of the screen. Secondary legislation is not revised. Explanatory Memoranda to Orders in Council and Statutory Rules are included if published.

Scottish legislation on the UK's official legislation database includes Acts of the Scottish Parliament (ASPs) and Scottish Statutory Instruments (SSIs), both 1999 onwards. ASPs are reproduced as revised, with an option to select the original "as enacted" text under "What Version" on the left of the screen. SSIs are not revised. Explanatory Notes to ASPs (introduced in 1999) and Executive Notes to SSIs (July 2005) are included if published. Also available are the Acts of the Old Scottish Parliament 1424-1707 as revised.

United Kingdom legislation on the UK's official legislation database includes Public General Acts (complete 1988 onwards, partial 1801-1987), Local Acts (complete 1991 onwards, partial 1852-1990), and Statutory Instruments (complete 1987 onwards). Other content accessible from this page includes Acts of the Parliament of Great Britain (partial 1707-1800), Acts of the English Parliament (partial 1267-1706), Church of England Measures and Church Instruments. Most primary legislation is available as revised at least up to 2002, with about half of it updated further to the present. The original text as enacted may be accessed under "What Version" on the left of the screen. Most secondary legislation is not revised. Explanatory Memoranda to Acts (introduced from 1999) and SIs (from 2004) are included if published.

Welsh legislation on the UK's official legislation database includes Measures of the National Assembly for Wales 2008 onwards and Wales Statutory Instruments 1999 onwards. Explanatory Notes to Measures are included if published.

Lloyd's Acts and Byelaws

This section of  the Lloyd's web site provides the full text of all Lloyd's Acts and Byelaws currently in force, together with the latest version of the Underwriting Requirements.

Ministry of Defence Byelaws

This is a collection of byelaws regulating the use of land being used for military purposes. These can be viewed by selecting a geographical area from a map or from a list. The site covers the whole of the UK and includes (as well as current byelaws) lapsed, revoked and proposed new byelaws.

Office of Public Sector Information

OPSI, which has been part of the National Archives since October 2006, is responsible for the operation of Her Majesty's Stationery Office (HMSO), the official publisher of all UK legislation, and other public sector information services of the UK. The OPSI web site is in the process of being decommissioned and will disappear when all content has been migrated. Crown copyright and public sector re-use information will be migrated to the National Archives site. A new site, Legislation.gov.uk, which was launched on 29 July 2010, brings together the "as enacted" legislation provided here with revised legislation from the Statute Law Database (SLD). For the present OPSI's legislation database is still available here. It includes full text as enacted of all Public General Acts 1988 onwards and selected Public General Acts 1837-1987; all Local Acts 1991 onwards and selected Local Acts 1857-1990; Statutory Instruments 1987 onwards; Draft SIs 1998 onwards; Northern Ireland Assembly legislation 2000 onwards; and Scottish Parliament and Welsh Assembly legislation 1999 onwards. Some revised legislation taken from the SLD is also included. There is a New Legislation section and an A-Z site index. RSS feeds for new legislation are also available.

Office of the Leader of the House of Commons

The Leader of the House of Commons is the Cabinet minister responsible for arranging government business, including the introduction of government Bills, in the House of Commons. Site content includes details of parliamentary business and news. There is a link to the Prime Minister's Office site (Number10.gov.uk) for information on the government's legislation programme.

Official Documents

This site, administered by TSO, covers all Command Papers and departmentally sponsored House of Commons Papers (HCPs) from 17 May 2005 (the beginning of the 2005/06 parliamentary session) to the present. Texts are provided in pdf format. There is also a selection of earlier Command Papers, HCPs and other key government papers going back to the 2002/03 session. Command Papers in particular are often important as providing the background to particular pieces of legislation, including as they do statements of government policy which are familiarly known as "White Papers".

Statute Law Database

The Statute Law Database (SLD) site is in the process of being decommissioned and will cease to exist when all content and functionality is available on Legislation.gov.uk, the new official site for UK legislation which was launched on 29 July 2010. The new site brings together the hitherto separate OPSI and SLD databases of "as enacted" and revised UK legislation. The Statute Law Database was created by the Statutory Publications Offices in London and Belfast as the official revised edition in electronic form of UK primary legislation currently in force or in force as at any date from February 1991 onwards. UK secondary legislation is also available as enacted (not revised) from 1991 onwards. SLD provides a historical view of primary legislation for any date from 1 February 1991 and also allows users to view prospective legislation. For each Act details are given of any amendments since original enactment: amendment date, commencement and repeal dates, and amending instrument citations. Note of caution: the database is not yet completely up to date. Where an Act has not been fully updated, a warning notice will appear listing the years for which there are outstanding amendments or other effects on that legislation. The Tables of Legislative Effect are provided to identify repeals and amendments not yet applied to the database.

Wales Legislation Online

Created by Cardiff Law School, this site provides a comprehensive analysis of the powers of, and legislation made by, the National Assembly for Wales. Powers are set out under subject headings, distinguishing those which are exercisable solely by the Assembly, those exercised jointly with central government and other bodies, and those exercisable solely by central government in relation to Wales. General Statutory Instruments made by the Assembly, either on its own or with central government, and those applying to Wales made by central government, are listed and summarised.

Westlaw UK

Subscription service, updated daily, providing full text of consolidated Public General Acts 1267 onwards, Local Acts 1991 onwards and Statutory Instruments 1948 onwards. There are also databases of repealed legislation 1992 onwards and of current and historical versions of Statutes and SIs.
