The Cabinet Office has been described as the "head office" of government. Cafcass
Cafcass (the Children and Family Court Advisory and Support Service) is a government agency set up to look after the interests of children involved in family court proceedings. The site is largely aimed at the general public, but it has a section (within "About Cafcass") on "The law about children". The “Publications” section contains a selection of publications and reports and a "Resources for Cafcass staff" area which includes a variety of policy and guidance documents, and “News” includes an archive of press releases 2009 onwards.

The Campaign for Freedom of Information is an independent non-party, non-profit organisation campaigning to improve access to official information. The Canada Gazette is Canada's official newspaper, divided into three parts: Part I, Notices and proposed regulations; Part II, Regulations; Part III, Acts of Parliament. This site contains Gazettes from 1998 onwards. The Canada Gazette is available in both pdf and html format. The pdf version is regarded as official from 2003 onwards.

Canada Treaty Information
This site is maintained by the Treaty Section of Canada's Department of Foreign Affairs and International Trade. It provides information on (and in some cases the text of) treaties entered into by Canada, whether bilateral, multilateral or plurilateral. There is in addition a lengthy chapter on treaty practice and procedure.

Canadian Bar Association
The Canadian Bar Association (CBA) is a voluntary professional organisation whose members include approximately two thirds of all practising lawyers in Canada. Canon Law Research Guide
This research guide on the GlobaLex site was prepared by Don Ford, Foreign, Comparative and International Law Librarian at the University of Iowa College of Law. It includes a general overview of the subject, followed by sections relating to the Catholic, Orthodox, Anglican and Lutheran Churches, and the Church of Jesus Christ of Latter-Day Saints (Mormons). Each section includes lists of print sources and links to relevant web sites. This edition is dated May 2010: the original edition dated June/July 2007 is also accessible.

Care and Health Law
This site provides free basic information on social and health care law and practice in the UK. Its “Care and Health Law database” includes full text of relevant legislation, case digests and articles. For those requiring in-depth analysis there is also a subscription option. Care and Social Services Inspectorate Wales
CSSIW is the body responsible for regulating and inspecting establishments and agencies which provide social care services in Wales. Links to legislation are provided in the section "The Law". Other sections have inspectorate reports, annual reports, newsletters, information leaflets, and details of the complaint procedure.

Care Council for Wales
The Care Council for Wales, set up under the Care Standards Act 2000, is responsible for registering and regulating social workers and social care workers in Wales. Its online register is searchable. Care Inspectorate
Care Inspectorate is the day to day working name of the body whose formal name is Social Care and Social Work Improvement Scotland (SCSWIS). It regulates and inspects social care, social work and child protection services in Scotland. Documentation on the site includes guidance, inspection reports, and documents relating to inspection, complaints and enforcement. Archived publications include those of the Scottish Commission for the Regulation of Care ("the Care Commission"), the body which was replaced by SCSWIS on 1 April 2011.

The Care Quality Commission regulates all health and adult social care in England, and protects the rights of people detained under the Mental Health Act. Care Standards Tribunal
The First-tier Tribunal (Care Standards) hears appeals under the legislation relating to the care of children and vulnerable adults in England and Wales. It was originally established under the Protection of Children Act 1999 as the Protection of Children Act Tribunal, and has since 3 November 2008 formed part of the First-tier Tribunal's Health, Education and Social Care Chamber. The Care Tribunal was established under the Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003 to hear appeals against decisions relating to the regulation of care services and to the employment and registration of social workers in Northern Ireland. Caribbean Court of Justice
This Court was established in 2005, and in addition to replacing the Judicial Committee of the Privy Council as a court of final appeal for member states of the Caribbean Community (CARICOM), it is vested with an original jurisdiction in respect of the interpretation and application of the Treaty Establishing the Caribbean Community. The web site contains the Rules of the court, information on the judges and on the administration of the court. All judgments of the Court are available, in pdf.

Casecheck
Casecheck is a free service for which registration is required. It provides summaries of cases in the Scottish High Court, Sheriff Court and EAT (with links to the full-text decision in each case) and weekly current awareness bulletins. Cases are classified by subject. Some have associated commentary ("expert opinions"). The monthly archive extends back to 2000.

Cayman Islands Government
The official web site of the Cayman Islands Government provides information about the legal system and contacts for government departments and agencies. Cayman Islands: Judicial Administration & Portfolio of Legal Affairs
This is an official web site shared by two Cayman Islands administrations: the Judicial Administration and the Portfolio of Legal Affairs. It provides information on the courts and their officers, court rules and practice directions, and lists of attornies and law firms. Provision of case law is in development. At the moment there are cases from the Cayman Islands Law Reports, 1952-2010. Access is free of charge but registration is required. Legislation is accessible via an alphabetical list. Anonymised Grand Court judgments 2004-2005 are available without registration.

The Council of Bars and Law Societies of Europe (CCBE) acts as the liaison between the European Union and Europe's national bars and law societies. Central Arbitration Committee
The Central Arbitration Committee is an independent body which exercises certain statutory powers relating to the recognition and derecognition of trade unions, and determines certain kinds of disputes between trade unions and employers. It also provides voluntary arbitration in industrial disputes. The site has decisions from June 2000 onwards, details of forthcoming hearings, press releases, recent annual reports, guidance and forms.

Centre for Corporate Law and Securities Regulation
The Centre was established by the University of Melbourne in January 1996, its purpose being to undertake and promote research on corporate law, corporate governance and securities regulation. The web site includes a monthly Corporate law bulletin, September 1997 onwards (subscription is required to view the most recent bulletins), a substantial collection of research reports (see Centre Activities>Research), and annual reports, 1996 onwards. The section "History of Australian Corporate Law" includes links to key Australian and UK legislation, reports and other documents from the 1800s onwards.

Centre for Crime and Justice Studies
The Centre for Crime and Justice Studies (CCJS) is an educational charity focusing on crime and the criminal justice system. It runs courses and conferences and publishes research papers, journals and conference reports. Most of its publications are available to download free. Following the discontinuation in 2011 of the HM Prison Service web site it now also hosts the Prison Service Journal September 2010 onwards.

Centre of Islamic and Middle Eastern Law
The Centre of Islamic and Middle Eastern Law (CIMEL), at the School of Oriental and African Studies, University of London, promotes the study and understanding of Islamic law and modern Middle East legal systems. Charity Tribunal
The First-tier Tribunal (Charity) hears appeals and applications for review from certain decisions of the Charity Commission, and considers matters referred to it by the Attorney General or by the Charity Commission. It was established by the Charities Act 2006 and has formed part of the First-tier Tribunal's General Regulatory Chamber since 1 September 2009. CIPA is the professional and examining body for patent attorneys (also known as patent agents) in the UK. Chartered Institute of Taxation
The Chartered Institute of Taxation (CIOT), which was founded in 1930 and granted its Royal Charter in 1994, is a UK based professional body concerned with all aspects of taxation. The “Policy and Technical” section of the web site includes technical articles from CIOT's monthly journal Tax Adviser January 2000 onwards. "Professional Standards" includes CIOT's byelaws and regulations as well as a number of guidance documents intended for members but freely available on the site. Chief Registrar's Office, Federal Court of Malaysia
The Chief Registrar's Office is responsible for the administration of the courts in Malaysia. The web site provides information on the Federal Court, the Court of Appeal and the High Court, and includes cause lists, court rules, practice directions and biographies of senior judiciary. Federal Court and Court of Appeal judgments are available in pdf from 2007 onwards. There are also links to mini-sites relating to the subordinate courts in the various Malaysian states. Much of the content of these is in Malay only.

This section of the Church of England's web site includes a list of Measures of the General Synod of the Church of England in force 1920 onwards, Statutory Instruments relating to the Church of England 1964 onwards, and legislation in progress. Civil Aviation Authority
The Civil Aviation Authority (CAA) regulates all aspects of civil aviation in the UK. Its functions include economic regulation, safety regulation, consumer protection, and the regulation of airports, air traffic services, airlines, tour operators and air travel organisers. In relation to air traffic services it also has competition powers. The site has an Aviation Legislation section (select "About the CAA" > "Our Role") with links to the Air Navigation Order 2009 and other UK and EU legislation. Civil Justice Council
The Civil Justice Council (CJC) is an advisory body which oversees and co-ordinates the modernisation of the civil justice system in England and Wales. It was established in 1998 under the Civil Procedure Act 1997 and is currently sponsored by the Judicial Office. Claims Management Regulation
Regulation of claims management activities was introduced under the Compensation Act 2006 and came fully into force on 23 April 2007. The regulator is the Lord Chancellor and Secretary of State for Justice. Content of this section of the Justice web portal includes links to relevant legislation and rules; guidance and policy documents; consultations; and an occasional bulletin. There is also a search facility for checking whether or not a business has been authorised.

Comité Maritime International (CMI) is an international non-governmental organisation, founded in 1897, whose aim is the unification of all aspects of maritime law. Site content includes information on the status of ratification of maritime conventions and a database containing summaries of decisions by national courts on the interpretation of maritime conventions. Publications available for download include the CMI Yearbook 1998 onwards, and documents either on-site or downloadable include both the English and the French texts of the 1994 and 2004 versions of the York-Antwerp Rules.

ComLaw
ComLaw (Commonwealth of Australia Law) is a legal information retrieval system owned by the Attorney-General's Department, permitting full-text searching of legislation of the Commonwealth of Australia. For each item of legislation it is possible to view multiple versions, as in force at various dates. Government notices as published in the Gazette are available from October 2012 onwards. This resource incorporates FRLI (Federal Register of Legislative Instruments) and has replaced SCALEplus, which was decommissioned on 8 October 2010.

Commissioner for Public Appointments
The role of the Commissioner for Public Appointments in England and Wales is to regulate, monitor, report and advise on appointments made by UK ministers and by members of the National Assembly for Wales to the boards of around 1100 national and regional public bodies. The post was created in response to the publication in 1995 of the Nolan Committee's first report on Standards in Public Life (Cm 2850). The Commonwealth Legal Information Institute (CommonLII) aims to provide one central internet location from which it is possible to search - for free - core legal information from all Commonwealth countries. Depth of coverage varies from country to country, but so far there is at least some primary material (legislation and case law) for all but a very few countries.

CommonLII: Caribbean Law Project
The Caribbean Law Project is a resource within CommonLII (the Commonwealth Legal Information Institute) providing access to legal information from all Caribbean jurisdictions. There are two main components. "Databases" contain material available via CommonLII, and "Catalog and Websearch" enables searches of Caribbean law on other web sites. Coverage includes cases, legislation, treaties and other materials.

CommonLII: English Reports
Based on data provided by Justis, this section of the CommonLII web site includes all of the reports from English Reports, covering the years 1220 to 1873, as pdf page images. The cases can be browsed by name or by year, or the database can be searched via the search options near the top of the page.

Commons Commissioners
Commons Commissioners were appointed under the Commons Registration Act 1965 to settle disputed entries in local authority registers of common land and town and village greens and to determine the ownership of unclaimed common land and greens. Decisions were issued from 1972 onwards. Most decisions of the Commons Commissioners are available to download from this page on the web site of the Association of Commons Registration Authorities (formerly the Commons and Greens Registration and Management Association). The Commons Commissioners were abolished on 1 December 2010.

Companies House, an executive agency of the Department for Business, Innovation and Skills, carries out a number of functions, including registration, relating to limited companies and company records in the UK. Basic company information, a list of disqualified directors, forms and guidance booklets are accessible free of charge. An extensive section is devoted to the Companies Act 2006. Company Names Tribunal
The Company Names Tribunal, which was created 1 October 2008, adjudicates on disputes about opportunistic company name and limited liability partnership name registrations. It is administered by the UK Intellectual Property Office. There is a fact sheet (which includes links to legislation), a practice direction, forms and decisions.

Competition Appeal Tribunal
The Competion Appeal Tribunal (CAT) hears and decides appeals and other applications or claims involving competition or economic regulatory issues. It was created by the Enterprise Act 2002 and replaced the former Competition Commission Appeal Tribunal. Information and guidance on appeals to the Tribunal includes the text of the Tribunal's rules and a Guide to Proceedings. There are summaries and full documentation (judgments, transcripts, orders, etc) relating to all cases 2001 onwards.

Competition Authority
The Competition Authority is an independent statutory body responsible for enforcing Irish and European competition law in Ireland. The site includes decisions 1992 onwards as well as civil and criminal court cases relating to competition law. There is legislation and related guidance, and a range of publications including articles and papers, information booklets, and annual reports 1998 onwards.

Competition Commission
The Competition Commission is an independent body responsible for investigating mergers, market shares and conditions, and the regulation of the major regulated industries. Its site provides extensive information on the work of the Competition Commission, which replaced the Monopolies and Mergers Commission in 1999 and currently operates under the Enterprise Act 2002. The "Our Work" section contains details of market investigations, merger inquiries, regulatory references and appeals, and a directory of completed inquiries. There is a link to the National Archives web site for reports of pre-Enterprise Act 2002 inquiries (1950 to 2003).

Competition Law Review
Competition Law Review is a refereed online journal published twice a year from 2004 onwards by the Competition Law Scholars Forum (CLaSF), an organisation which aims to promote competition law scholarship in the UK, member states of the EU, and states which may accede to the EU. All issues to date are available to download free of charge.

Competition Tribunal, South Africa
The Competition Tribunal was established in 1999 and adjudicates on such matters as restrictive practices, abuse of dominant position and mergers. The new web site of the Constitutional Court was launched in February 2005 to coincide with the tenth anniversary of the establishment of the Court. It includes full text and summaries of the judgments of the Constitutional Court, 1995 onwards, the interim (1993) and final (1996) Constitutions of South Africa, rules of the Court, biographical information on current and former judges, and access to the Library catalogue.

Consumer Credit Tribunal
The First-tier Tribunal (Consumer Credit) hears appeals arising from licensing decisions of the Office of Fair Trading (OFT) and from decisions of the OFT under the Money Laundering Regulations 2007. It came into existence on 1 September 2009, taking over the functions of the Consumer Credit Appeals Tribunal (2008-2009) and forming part of the First-tier Tribunal's General Regulatory Chamber. This section of the Justice portal site includes procedural rules, forms, guidance, and a link to decisions 2008 onwards on the Tribunals Judiciary site.

This is an official site produced by the Secretariat to the Convention on Biological Diversity (CBD). The Copyright Tribunal (CT), established under the Copyright, Designs and Patents Act 1988, settles various types of copyright dispute, mainly in the field of collective copyright licensing. Decisions available to download from the site include those of the CT's predecessor, the Performing Right Tribunal, back to 1958. Other content includes procedural rules and an unofficial consolidated version of the Copyright, Designs and Patents Act 1988.

Coroner's Inquest into the Death of Jean Charles de Menezes
The inquest into the death of Jean Charles de Menezes, at Stockwell underground station on 22 July 2005, was held from 22 September 2008 to 12 December 2008. This official site, now archived by the National Archives, includes hearing transcripts, documentary evidence, the coroner's rulings, press notices and background information. Documents added since the close of the inquest include the coroner's report, dated 6 January 2009, made under Rule 43 of the Coroners Rules 1984 (as amended), and the responses to that report of the Metropolitan Police Commissioner and the Metropolitan Police Authority. These are all in the "Hearing Transcripts" section.

Coroner's Inquests into the Deaths of Diana, Princess of Wales and Mr Dodi Al Fayed
The inquests into the deaths of Diana, Princess of Wales and Mr Dodi Al Fayed, in Paris on 31 August 1997, were opened in January 2004 and concluded on 7 April 2008 when the jury returned its verdict. The coroner during the public hearings (succeeding Lady Butler-Sloss from June 2007) was Lord Justice Scott Baker. The web site, now archived, provides background information, details of sittings, directions and procedural decisions, transcripts of proceedings, and documentary evidence seen by the jury.

Coroner's Inquests into the London Bombings of 7 July 2005
Lady Justice Hallett was appointed in November 2009 to conduct the inquests into the deaths resulting from the London bombings on 7 July 2005 (often referred to as the 7/7 bombings). Hearings were concluded on 11 March 2011 and the verdicts and concluding remarks were delivered on 6 May 2011. Cory Collusion Inquiry Reports
Peter Cory, a retired Canadian Supreme Court judge, was appointed in 2002 to investigate allegations of collusion between British and Irish security forces and paramilitaries in six high profile cases, four of which related to the deaths in Northern Ireland of Pat Finucane, Robert Hamill, Rosemary Nelson and Billy Wright. All four reports, which were published by the Stationery Office on 1 April 2004, may be downloaded from this Collusion section of the University of Ulster's CAIN web site.

The Costs Lawyer Standards Board (CLSB) is the Approved Regulator of costs lawyers in England and Wales. Documents accessible on its site include the costs lawyers' Code of Conduct, Practising Rules, and Disciplinary Rules & Procedures. The Council for Licensed Conveyancers (CLC) is the regulatory body for licensed conveyancers in England and Wales. The Commissioner for Human Rights is an independent institution within the Council of Europe, responsible for promoting human rights within member states. The Committee of Ministers is the Council of Europe's decision-making body, comprising the foreign affairs ministers of all the member states or their permanent diplomatic representatives in Strasbourg. The Council of Europe's Sport homepage includes recommendations, resolutions and declarations of the Committee of Ministers relating to sport generally and also relating to doping in sport and sport-related violence. Alphabetical listing of all courts in England and Wales, with information on each court's address and facilities, opening hours, contact details, how to get there, and type of work (eg civil, family). The database is searchable by name, region, area of law or court type. There is also an option which allows for searching by parish, or in London by street or postcode.

This section of the Justice portal site provides information on both the Civil and the Criminal Divisions of the Court of Appeal of England and Wales. It includes contact details, guidance, a Civil Division case tracker, a "Questions and Answers" section providing general information on Civil Division procedures, a glossary of legal terms, a list of cases provisionally fixed for hearing in the Criminal Division, and links to current daily cause lists.

This collection of Court of Appeal decisions dating from 1809 and from 1872 to 2010 inclusive is available on the CommonLII web site and uses data provided by LawNet, a Sri Lanka Government project. Most of the cases are as reported in the Ceylon "New" Law Reports.

Court of Justice of the European Union
The Court of Justice of the European Union, based in Luxembourg, comprises the European Court of Justice (officially the Court of Justice), the General Court (formerly the Court of First Instance) and the Civil Service Tribunal. The database on this site covers cases 17 June 1997 onwards, with search options that include case number and names of parties. Earlier cases 1954 onwards are available on the EUR-Lex site but may be accessed from this site by selecting “Numerical access”, which can be found under "Case-law" in the site menu. Other site content includes press releases 1996 onwards.

Courts Service of Ireland
The Courts Service was established in 1999 under the Courts Service Act 1998. Its web site provides information on the Irish courts system, including court forms, rules, practice directions, judgments, court offices, law terms, a legal diary, press releases, annual reports and legal links. The judgments database contains written judgments of the Supreme Court 2001 onwards and of the Court of Criminal Appeal and the High Court 2004 onwards.

CourtServe
Public daily cause lists for the Royal Courts of Justice and Crown/Combined High Courts, Employment Tribunals and a number of county courts in England and Wales, provided by Courtel Communications Limited. For key London County Court Lists, as well as the Archive, registration is required. There are several additional services for subscribers, providing the very latest updates and lists which are printable (this is not the case with free access) and searchable. The RCJ Express subscription service gives access to Royal Courts of Justice lists by e-mail, before they appear on the internet. Crown Express provides the same facility for Crown Court lists, County Express for County Court lists and Tribunal Express for Employment Tribunal lists. Additional free information on the site includes a directory of chambers, and there are links to external directories of Crown Courts, county courts and Employment Tribunals.

Criminal Cases Review Commission
The Criminal Cases Review Commission (CCRC) is an independent body established in 1997 to investigate possible miscarriages of justice in the criminal courts of England, Wales and Northern Ireland and to refer appropriate cases to the appeal courts. The Case Library contains details of cases referred on to the Court of Appeal. These may be browsed alphabetically but not searched. There is a note in each case indicating whether or not the full judgment is available; if so this is via BAILII.

Criminal Defence Service
The Criminal Defence Service (CDS) administers the present system of criminal legal aid in England and Wales. It forms part of the Legal Services Commission (LSC), which was established under the Access to Justice Act 1999 and replaced the Legal Aid Board. The Criminal Defence Service section of the LSC site contains legislation, codes of conduct and manuals, including materials relating to the Public Defender Service, and forms.

Criminal Injuries Compensation Authority
The Criminal Injuries Compensation Authority (CICA) is the government body which administers the Criminal Injuries Compensation Scheme in England, Scotland and Wales. Its pages on the Justice portal site contain the current, 2012 scheme and the schemes of 1996, 2001 and 2008, guides to those schemes, application forms, and a brief guide to applying for compensation. Criminal Injuries Compensation Tribunal
The First-tier Tribunal (Criminal Injuries Compensation) hears appeals against awards made by the Criminal Injuries Compensation Authority under the Criminal Injuries Compensation Scheme. Formerly known as the Criminal Injuries Compensation Appeals Panel (CICAP), it has since 3 November 2008 formed part of the First-tier Tribunal's Social Entitlement Chamber. Criminal Justice System for England and Wales
This site has been archived by the National Archives and is no longer active. The criminal justice system of England and Wales was the joint responsibility of the Home Office, the Attorney General's Office and the Ministry of Justice. The web site explains criminal justice policy and activities, with an emphasis on crime investigation and court procedure.

Criminal Law Week
Subscription service. Criminal Law Week began in 1997 as a weekly printed publication and was launched online in 1998. It provides an up-to-date and comprehensive digest of developments in case law and legislation in the criminal law. Services include weekly updates and comment by James Richardson QC, editor of Archbold, a new (2006) Statutes Service, archive of over 10,000 digests from 1997 onwards, powerful search facilities, links to Casetrack full-text judgments, plus cumulative tables and subject index. The Statutes Service provides text of key criminal legislation (as amended) with full annotations (commencement dates, Hansard references and links, etc.). Criminal Law Week was acquired by Sweet & Maxwell in 2008.

Criminal Procedure Rules
The Criminal Procedure Rules (CrimPR) apply in all criminal trials in England and Wales. First introduced in 2005, they are now consolidated annually. The current rules, provided here in the Courts section of the Justice web portal, came into force on 1 October 2012; they gather together rules previously contained in over fifty Statutory Instruments. Practitioners may access from the same page the full text of the rules, the Consolidated Criminal Practice Direction, prescribed forms and amendments to the Rules.

Crofting Commission
Crofting is a form of landholding unique to the Highlands and Islands of Scotland. The Crofting Commission replaced the Crofters Commission as the regulator of crofting on 1 April 2012. The "Forms and Leaflets" division of its web site includes the Crofters (Scotland) Act 1993 as amended by the Crofting Reform etc. Act 2007, and as it is (or will be) amended by the Crofting Reform Act 2010; transcripts of decisions by the Land Court on Decrofting Appeals, 1980 onwards, code of conduct for board members and notes of assessors' meetings. Recently added is information on how to enter crofts in the Crofting Register, launched 30 November 2012.

Crown Office and Procurator Fiscal Service
This department of the Scottish Government is responsible for investigating deaths and undertaking prosecutions in the public interest. It is headed by Scotland's chief legal officer, the Lord Advocate. The web site explains the role and organisation of the department and provides contact details for each Procurator Fiscal's office. Publications include the Lord Advocate's Guidelines on a variety of subjects.

The Crown Prosecution Service (CPS) was set up in 1986 to prosecute criminal cases investigated by the police in England and Wales. Its web site includes the Code for Crown Prosecutors, Legal Guidance on a variety of offences, incorporating charging standards, and many other downloadable publications, including prosecution policies for various categories of offence.

Crown Prosecution Service: Central Fraud Division
The Central Fraud Division was formed in April 2010 by the merger of the Fraud Prosecution Division and Revenue and Customs Division of the CPS, the latter of which was itself the product of a merger between the CPS and the formerly independent Revenue and Customs Prosecutions Office (RCPO). The web site explains how and in what areas the CFG operates, and the Publications section reproduces legal guidance and the annual reports of the former RCPO, 2005-2008.

Cylaw is a legal information project set up in February 2002 by the Cyprus lawyer Laris Vrahimis. It provides judgments of the Supreme Court of Cyprus 1997 onwards, Competition Commission decisions and law articles (all in Greek) and consolidated Civil Procedure Rules (in Greek and English versions).

Cyprus Law Reports
Contains the full text of the judgments of the Supreme Court of Cyprus for the period 1976 to 2003. Many of the judgments are in Greek only, but the search engine allows for the use of English keywords.
